i bought an A-5 works great except the fact of when i get low on co2 the cyclone doesnt operate...is it a low pressure issue or is it how it alwas works i have a 1/4 of a bottle when it starts or can it be a response trigger issue

It's a combination of all of the above.
 
A stock Tippmann runs at about 850 psi.  Different parts of the gun require different pressure to go.  The gun will cycle and fire down to about 700 psi, but both the Cyclone and the RT will stop before the pressure gets that low.  The Cyclone is usually the first to stop working, although the RT might start getting gimpy even before that.  It all varies a bit from gun to gun.
 
When using CO2, the output pressure from the tank drops steadily as you play.  At some point the tank is putting out enough pressure to run the gun but not enough to run the Cyclone, although you usually don't have many shots left then anyway.
 
If you are losing pressure with a quarter tank then you either have a small tank or a problem.  Are you sure you have a quarter tank left?  Remember that with rapid fire efficiency decreases, and if you like to lean on the RT you can go through gas in a hurry.
