ebolt response mod bps cap??

   i got the gta 98c ebolt and ino its capped at 13bps, but is does that include semi through full auto even with the rof turned all the way up? and wat about response? cuz i use response for recplay and seems like im going faster than 13 bps sometimes, with the rof turned all the way? anyone know? thx.
