i'm new to here but have been reading around for a couple weeks but anyways, i've tried searching this topic and i have not had luck finding what i need. I have 98 custom with a DOP power tube and bolt and an expansion chamber...is it possible to use nitrogen with this setup or will a LP kit be in need? I'm thinking about getting a RT but i have heard problems of the outer line freezing up and people saying that it is better to use it with nitrogen.

Yep, you can use nitrogen on this without an LPK. Just don't use the expansion chamber, it might restrict the airflow and it's useless with nitrogen anyways.

Yes you can use nitrogen but take off the expansion chamber and use a high pressure tank.
