Depends who you ask. Personally, I see no use for an electronic marker. How fast you can shoot a marker should have very little bearing on your game, compared to how WELL you shoot your marker.

I've been playing for about 7 years now, I own an e-grip for my A-5, but I don't use it. Every single other marker I own is mechanical. It's a matter of personal preferance though I guess. You'll get a hundred different opinions on this question. The best answer is "Whatever you felel comfortable with" mess around with both at a shop or a field if you can, then decide.

Personally, I would recommend a semi-auto. The reason being is that you dont have to charge a battery for it to work correctly. They also are easier to take apart and mess around with, IMO. Sure electro markers are nice because of their modes of fire, but that is not what makes a player.
Pumpker'd; (V.) When a pump player runs up and shoots you at point blank range because you thought 20bps made you good.

You can have a electri semi gun, the BKO is an example of one.  Another thing to think about is that no one wants to play against someone with full auto or 3 round burst, if they only have semi.
