with that budget i would stick with tippys.
 if you wanted to go for a higher level gun such as a bko, you would have to look into hpa, and thats when it gets expensive. 

 ill leave the equipment[mask, pack, etc] up to you (most is preference)

1. use better grammer, its very difficult to answer your question if i cant even understand what your saying

2. the 500 rds /20 oz on an a-5 vs a days worth of paint (guessing its greater than 500) with a 12oz on a peranha is false. their isnt that much of a difference between the two on gas efficiency.

3. cyclones dont take up any more gas. it uses excess gas.
