if you buy a gun, say a 98 custom, just the gun not the pack thingy, will it come with a hopper or do you have to buy one?

The boxed 98C from Tippmann does come with a Hopper , all the tools you'd need for disassembly and cleaning (Allen wrenches ) , and a cable squeegee , plus a lil thing of oil .

No, the out of the box (not the power pack) comes with your basic gravity feed hopper .

The power pack has the mask and tank with every thing that comes with the normal box. The normal box has allen wrenches, a little packet of oil, a gravity hopper, and the manual. You should not be to conserned about the gravity hopper, they are only $4.99.

The only difference between the 98c Power Pack and the 98c Regular Package is that the 98c Power Pack comes wit a 9oz co2 tank and a crappy mask and in both packages theres a squeegie, barrel plug, gravity hopper, allen wrenches and 1 small tube of gun oil.
