CDs are too big. Make em smaller.

Well, if they can put a tb on a dvd I would imagine a UMD would hold plenty for any practical purpose.

Several people have tried backing the "Mini-disk" format, but no one can make it catch on.

This is still several years outside of marketplace reality. While an interesting concept, the real current events battle is over blu-ray and HD-DVD. And even they are still abhorrently expensive.

Don't expect to see Tera-DVDs this decade.

The problem is that the inner tracks on the CD are pretty short compared to the ones at the outside... so if you cut the diameter in half, you're cutting the storage space by much more than 50%.
