Mainly what the low pressure system does is lower your pressure so that
your shots will be more consistant, and Consistancy = more shots per
fill.

No... It works on C02 as well, you just need a regulator like a palmer stabilizer to bring down the pressure.

It would work better with HPA because HPA is just more consistent period but it works with co2 as long as you have a regulator that works with co2 well, like the stabilizer.
