Based on the excerpt, that seems like a particularly silly bill.  The Supreme Court has made it quite clear on several occasions that students in public schools are entitled to all the same constitutional protections as everybody else, and Congress doesn't have the authority to override that.

So to the extent that this bill is intented to shrink constitutional protections of students it can't, and to the extent that it is not intented to do so it is redundant.
