Do all 98's come with A.C.T?

How can I tell if mine has it?

How quickly can I shoot if I don't have it without having to really worry about chopping?

No.

Look through the slot where the charging handle is; if you see two springs (one in the center and one above it) you have ACT.  If you only see a single spring in the center, then you don't have ACT.

As fast as your hopper can reliably feed.  A rough estimate would be to look at the box your hopper came in (assuming you have an electronic hopper of some kind), see what it says for maximum balls per second (bps) and subtract 2-3 bps (because manufacturers exaggerate).

Edited Note;  A high rate of bps is nice, but it is not as important to paintball success as the performance of the individual using the marker is.

Keep your aim true, your trigger squeeze steady and hope the round projectile hits it's mark.
