Well, title basically says it all
My cyclone can't keep up with my HE trig set at 15BPS
It'll be good for a few seconds, then it just doesn't feed
I've got everything upgraded in it, NO STOCK MECH
Anything?

What kind of air system are you running through it? Your cyclone might be getting starved for air.

1st: What is your gun chronoed at? It shouldn't matter but you never know.
2nd: Is everything clean? There may be some debris that is obstructing the air flow.
3rd: Put the stock parts back in. Maybe there is a problem with some of the aftermarket upgrades.
4th: The cyclone ratchet may be bad. This is located under the "drum" part of the cyclone. If everything else has failed, I would bet money that this is your problem. Debris can wear a ratchet very fast.

I have heard claims of the cyclone not working as well with HPA as with CO2. I couldn't imagine why this would be the case, but it's something to try.

With c02 you use less air than you do with HPA. i Think when using HPA all the air goes to firing and pushing out the ball. the cyclone uses some extra c02 when coming through the bolt, so with HPA you might not have the extra air. i may be wrong but that's my theory

Aftermarket internals provide no significant improvement in performance, and in some cases actually hinder proper function of the marker. Put back in all the stock internals, and see if it doesn't fix the problem.
