problem filling my tanks

   i have one of the big bottles you get at a welding supply with a dip tube in it, when i got to fill my tanks it will only fill them up to about 3 or 4 ounces. these are 20oz tanks. i also tried freezing my tanks in the frige for a while before i went to fill, and again i only got 3 or 4 ounces out of it. i know the bottle isnt empty because i only filled my tanks up about 25 to 30 times. maybe a little more but not much. am i doing something wrong here? please help, thanks.
