I am looking at two barrels I'm interested in but nothing says strait foward if I can put an APEX tip on it. The barrels are a J&J Ceramic 14", and a 14" Invert Whisper Paintball Barrel for the Tippmann A-5. Can these have an APEX tip attatched to them? Or does it not matter what barrel?

And another thing, which one would you suggest for a paintball sniper?

J&J ceramic or LAPCO 14" barrels.
Sniping in paintball is near impossible and you will probably catch some flak over it from other forumers.
Innocence proves nothing

Well, I can't ever find information directly on the APEX tip. Can it fit on a J&J Ceramic 14" barrel?

Have you thought of contacting J&J directly and ask them? If it does then more than likely you  will need the adapter and the O-rings for it to mount.
