So my Tippman 98 c is new, and I just took it apart to clean it out, and for some reason whenever i put the c02 in, it sprays out the hole were you adjust the velocity. Is it because i turned my response trigger all the way down, or did I put the barrel in wrong.

Do you have the hammer cocked back before screwing in the CO2?

No i have it uncocked, the first time the air sprayed through the gun so then it tightened the screws and then it sprayed through the hole.

It needs to be cocked. What you're doing by not cocking it is keeping the valve open and dumping the CO2 through it. Pro-tip, read the manual, it tells you to cock the hammer back before screwing the CO2 in.

I tried it still no luck, I even tried taking everything out and putting it back together. Any other ideas? Am i putting in the hose wrong or something?

Sorry for the extremely late follow-up, but it sounds like you've either got something in backwards, or are missing a seal/o-ring from the tear-down and re-build. Without having it in front of me to diagnose, I can't really think of anything else.
