I believe the purpose of the Stabilizer is to control how much pressure is going into your gun and making sure your shots are as consistent as possible.  The female does the same thing but cannot be directly plugged into your gun.  The male does plug right in where your current hose goes in. You can use it with both ,  I hear that the Palmer stabilizer is better for C02 and a regulator called the sidewinder is better for hpa but I really don't know much about it so if I'm wrong( could very well be) please let me know.

Yeah correct, but the palmer stabilizer will work with co2, and hpa.

I thing its better to get a reg because the reg not only acts as an exp chamber by letting the liquid CO2 turn to gas but regulates how much airflow is going into your gun.  Also I think its just an all around better purchase.

A regulator only regulates the incoming pressure, it will not expand the CO2.  The palmer regulator is one of the best regulators available for CO2 and should work pretty well with HPA too (HPA is not available in my hometown).  CMI offers a regulator/expansion chamber combination, but it gets very bad reviews.

The dude's at Palmer-Pursuit can say it best!
