and if there is is there any pball thats best for a tippmann 98c

Quality makes a big difference. That's the main reason in the wide price range of paint. Cheaper stuff is low quality, and tends to break more in the gun/barrel. As for what's best, that depends partially on your barrel. Find a good match for it, and buy higher quality stuff so you don't get breaks. I love Evil, would shoot it all the time if I could afford it, but I get a fatty deal on Challenger Premium, which is still good stuff, so that's what I usually shoot.

If you have a bone stock 98 I wouldn't recomend spending 60 bucks on a case of Evil paint, try something lower end like diablo midnight's.  Thats what I used with my stock A-5 till I got a few upgrades i.e. new barrel, E-Grip.

Well paint has nothing to do with what type of gun you have (well except low pressure guns shooting brittle paint but you dont need to worry about that ) it all has to do with the bore size of your barrel. So if you have your stock barrel that would be .689 I use a bigshot (also .689 ) and i like to use tippmann werks and premium and i found this off brand called hotshot or somthin  that works pretty good . It is true that more expensive paint has better quality and will break less. There are also some very expensive paints that are designed to catch cheaters. I forget the name of the companies that make. But if you try to wipe it off it will smear and only stand out more. But about what to buy. It depends, Not on your barrel but on how much you play and what kind of games you play. If you play every weekend like me and my friends do, and dont have a crapload of money then get the cheap stuff.(blue streaks!!! i know that its only 20$ for 1000 but i have personally played them in my 98c and have not had 1 break!!!) But if you playing against another team or against Say school rivals Get the good stuff
