What is the difference and why would I want one over the other?

A stabilizer is a regulator that won't be corroded by C02 if you choose to run it instead of HPA.  It can regulate the amount of any propellant gas coming into the gun, unlike a regulator which is best suited for HPA.  By regulating the pressure of the fluids flowing in, it also keeps liquid c02 out of the gun.
