Enos pointed you ion the right direction but newer ones aren't that hard to take apart. After you screw the adjustment out you can use a nickle clamped in a pair of Vise Grips to screw out the end cap.

A pair of needle nose pliers will be needed to pull out the pin visible after all the other parts come out.

If you want to get the top and bottom halves apart you will need two very good strap wrenches, if you want to protect the paint. Those two halves are assembled with red LocTite, and it is possible to damage the tubes in trying to get them apart.

Without taking them any further than what comes out after the end cap is removed, wipe down all the parts with a lint free rag. Lint is just enough contamination to prevent washers, "O" rings and seals from seating properly.  Wipe the inside of the barrel of the Stabilizer. Once everything is throughly cleaned oil it all lightly with a light oil, a pneumatic oil is a good choice. Then reassemble.

Most problems I have seen with the Palmer can be fixed without disassembly. Run a good quantity of oil through the Stabilizer then connect an air supply, one that you can cut on and off, and blow through the unit. Usually stops all pressure creep and it gets even better if you just then us it for a few hundred rounds.
