ok first is this...Playing paintball in a corn field...and the second is this..........water filled paintballs...LOL...so on a hot summer day u can have a fun water fight...and if you live in town like i do...and hit a house...you can pop some water-balls and clean it off so easy
 ...ok dont flame me too bad...

As for the water balls, youd need to think of a new shell, because in water the shells expand. |

it dosnt cut u just makes u itchy..but...it would be a plastic hard shell...not really hard...but..like the paintball called bluestreak they have a really thick shell...idk it would be cool though :-D

paintball shells are made of gelatin. The paint contains no water. Even Bluestreak has a geletin shell.

paintballs dont expand in water because of the shells, they expand cuz
of osmosis, if there is a non-water liquid inside, and water outside,
it will balance itself by bringing more water into the shell to try and
get equilibrium, if the inside was water then it wouldnt try and do
this, so that even if the paintball was submerged in water for a period
of time it wouldnt even expand like a normal paint-ball

They already make a water-filled paintball. They are used for law
enforcement training. It makes for easy cleanup because it
provides the impact without the stain. I tried to find the link I
used to have to a site that sold pepper balls (I think that was where I
saw the info on the water balls) but I couldn't find it.

Wouldn't the water inside the shell then, try to displace outwards to create equilibriam with the atmosphere around it?
