Carver One Velocity Issues

My Carver One's shoots 270 fps very inconsistently. Not only does it shoot inconsistently, 270 fps is the highest it will shoot. I talked to another carver one owner and he shoots 300 fps with his velocity adjusted only halfway. My velocity has to be adjusted all the way out in order to achieve 270 fps. The paintball field I play at allows 300 fps.

Gun details:
14 in custom products barrel with apex
Rap4 spring kit ( I use the stiffest spring but still doesnt achieve 300 fps)
 
Test results
1st shot- 273fps
2nd shot-280 fps
3rd shot-264 fps
4th shot- 234 fps
5th shot- 271 fps
6th shot-286 fps
7th shot-247 fps
8th shot-285 fps
 
The Velocity adjuster does not close all the way and the internal teeth may be stripped. Could this possibly be the problem?  It still seems the velocity adjuster is still sealing the power tube. could it be the powertube?  
 
Could anyone tell me how to fix this problem? Should I buy a new power tube? What powertube do you recommend?  What other things should I be looking for?

Have you adjusted the velocity screw starting from all the way in? Also, if you do replace the power tube go with a replacement from tippmann. The stock internals are usually the best. Others may decrease performance. The exception is the cyclone parts. Have you tried putting the stock drive spring back in yet?

Co2 is VERY inconsistent. If you want better consistency look into an expansion chamber, a remote line, or HPA.

Yes I have tightened the velocity screw and the velocity seems to slow down. I also use HPA.
 
I heard this powertube is really good. But I still dont know if the power tube is the issue. 
 
I have tried a new spring from my friends alpha black and my stock spring and its worse. With the stock spring it shoots an average of 260fps with the velocity adjusted all the way out. 
 
Could it be the powertube?
