98 Custom Velocity Won't Change

I got my 98 Custom way back in 2001, and I just used it today for the first time in about 5 years.  Before heading out, I installed a cyclone feed, and I switched over to HPA instead of CO2.  I also had to install a new power tube, since my gun was too old for the cyclone to work with otherwise.  So I took the whole thing apart, cleaned it all up and oiled everything, and I put it back together.

Everything was working well at the field today, but I chrono'd at about 315 fps.  So I started screwing in the controller, but the speed never really changed.  I could get it down to 260, but then the next shot would be 310 again.  I screwed the controller in about as far as I thought was safe, and it never got more consistent. 

So is this normal?  Is there something else I should swap out, or did I forget to do something when I installed the power tube?  I also used a good amount of oil on every moving part, so could that have something to do with it?  Thanks!
