I especially like how NKorea was playing nice recently in order to get food aid from us and turn around and pull this crap. But I'm sure since it's in an effort to advance their knowledge, it's all good right? I mean, knowledge IS the most important thing..... They're just attempting to fulfill their destiny as humans.

Pretty much. It's a country with a lack of: 
  • People with a higher education
  • Food
  • Resources
  • Trading partners
  • Communication

They managed to mess up something the Russians managed on calculator technology in the 1950s.

It certainly makes me question their ability to form a nuclear program.

In all fairness, it was the Nazi scientists that weren't in Von Braun's camp who the Soviets snatched up after the war who pretty much got their ICBM program off the ground (pun slightly intended?).
