You know, I think I've actually heard the phrase before. It's like a sarcastic mix of a rocket scientist and a brain surgeon.

Oh yeah! My chemistry professor at Blinn used the phrase while making fun of someone, i.e. "You don't have to be a rocket surgeon to *fill in blank*!" Could be a southern thing, I don't know...
