Facebook seemed to kill off forums, but when it comes to firearms FB is pretty iffy and will ban groups quickly. So I would like to start a regional forum for my state. I am not not computer literate enough to code, run my own server etc. I did a little research and came across vBulletin and they have an option to use their servers to host for me. Any other suggestions?

V Bulletin is the way to go. That's what http://www.mdshooters.com uses and they're one of the most successful state-level firearms forums out there. IIRC, I believe that mcarterbrown.com uses them as well.
