From what I understand, yes, an emphatic yes.  The Phenom is the only tippmann gun running off regulated air (http://www.docsmachine.com/tech/regs.html has a nice description) so the gun is much more consistent shot to shot.  Compared to other tippmann's, there's virtually no kick as well.

It was my understanding that there was something special about the Phenom flexvalve compared to the other tippmanns and one part of that was what this person at least described as it running on regulated air.  Clearly, all paintball markers have to regulate the air they're fed - if my tank's output pressure is 800PSI - the marker isn't using that 800PSI to fire the ball.  I believe it's that the Phenom's valve has an independently pressurized chamber within the flexvalve and it is that chamber which is being used to shoot the ball - allowing for more consistency shot to shot.

Yes, it is.  The point of my comment was that the term "regulated air" is misleading.  The tank in your example is providing regulated air courtesy of the regulator on the end of the tank.  If it wasn't, you would have air rushing into markers at whatever pressure (3000-5000 psi) it was currently stored in the tank at. It has a regulator as part of the valve which reduces the pressure.  A good tank regulator, or external secondary regulator will allow for the same levels of consistency on almost any marker.
