Glow in the Dark Paintball isn't rare.  The paintball shells aren't glow in the dark, they are clear.  The liquid inside is what is reactant to light.  And you don't necessarily need a UV hopper for the paint to glow.  You can try the more tricky, and more dangerous way, sticking a flashlight into your hopper everytime you stop, and then turning it on.  You have the chance for some of the beams of light to come out of the hopper, and also, you're only getting the top layers of paintballs to glow.  You don't fire the top layers usually.

Also, UV Hoppers use basic little LED Blacklights all throughout the hopper, and one blast from a ray of UV light will supercharge those paintballs.  The UV lights usually are placed everywhere in the hopper, and close to the feed neck as possible.  So when you shoot those balls...they are glowing.

The idea is good.  If you've ever played UV Paintball.  Then you know that once you fire that gun, at night people can usually easily trace the fire back to your gun.  So if you had the internal paint, that only glows when it breaks, that would be great.

When we play Paintball at Night...there are a couple of street lights near our field, so you can somewhat see better than it being pitch black (no pun intended).  We play Capture the Flag.  Two bases, two flags.  The flags are those Glow Rings ...http://www.theglowcompany.co.uk/  Once you grab the enemy flag, you have to either attach it to your gun, or mask.  You can't put it in your pocket or conseal it.  Because it would be extremely way too easy for you to get away if you could hide the flag.  So fun though.  Kryptonite Paintballs!
