Well, you strip the paint because I know from experience as a renovator with my dad, you do it to ensure you get the colour that you want to come out, and to ensure that the paint actually sticks in a smooth, level coat. You also want to make sure no grease or dirt gets under your new coat to make your gun or anything you paint, look ugly.
