So I just purchased a 'brand new' Crossfire HPA tank for the price of
a new one. As I have been examining it, I have found many scratches
and a few places where there were minor chips from metal. Is this
normal on a tank or is this tank used and was I tricked? If so, what
should I do?

Uhhhh... when you buy a new car is it scratched and chipped? Nope. You got screwed. If you got it from Ebay, pray you have a copy of the page and make sure there's no stupid fine print crap. If you got it from an on-line store, call them and e0mail them and tell them to either A) send you a new tank and you'll send the crappy one back or B) get a refund and send it back (after they know you're sending it back). If that doesn't work (for a company, not Ebay), consult the local phone book, call the Attorney General for your area, and he/she will tell you what to do, and they'll prolly fry the company you bought it from.

Go back and make them give you a refund or a new one, and inspect it before you leave.

Yikes, I doubt any field will fill that tank if it's that damaged. If you bought it online, call the store directly and complain. If you bought it from a local store, double check the tank before you accept the replacement.

I've had the worst luck ordering nitro tanks online. The first one I got was for the most part a prototype ACI bulldog with a recharge rate that could barely keep up with pump guns. PaintballGear.com was the retailer and they basically said tough luck since I had already used it (obviously this was when I noticed the recharge rate blew.) Luckily the local store owner was a lifesaver and called ACI, ordered the new oring kit and installed it all free of charge - which he usually doesn't do if you buy the equipment from somewhere else. The shootdown ended with the new orings, but I sold the tank a short while later. More and more mega-online stores offering incredibly low prices have become far worse in the customer service/satisfaction department. IMO, it's worth spending the extra couple of bucks from noteworthy stores like CountyPaintball.com , G3pb.com and compulsivepaintball.com . They're pretty much "mom and pop" style online retailers and customer satisfaction is their number 1 priority.

Its; normal to have dents and cracks and missing pieces of metal on your nitro tanks, It's a side effect of crappy sellers!
A) Get your dought back
B) Get a refund
C)Kill 'em

The thing with dents and chips is that it can potentially compromise the integrity of the tank if it's bad enough. Normally, a tank has a life span of about 15 years, with hydro testing required every 5. A significant dent/chip in the tank could severely shorten that life span.
Have your local paintball store check it out before they fill it. If they think it's too risky, have your sister pay for a new one. On that note, get her some therapy as well. Throwing around a HPA tank isn't just stupid, it's down right dangerous if the tank exploded, she hit someone in the head, etc.
