All that info has to be un-obscured. Why paint it? You have a zip on cover on it to protect it don't you? The wrapped fiber on a HPA tank can be damaged by strikes from sharp rocks or just abrasion from playing in the sand. A zip on copver is a good investment.

Yes all the information must be visible and untouched. I'm not entirely sure about painting it. I know for CO2 tanks you're not suppose to put anything on them that could hide defects. What's wrong with a cover, will it not fit or something? If it doesn't fit just make your own cover.
NASA and the Americans spent millions of dollars and hundreds of hours to develop a pen that would write in space.....The Russians used a pencil.

All the steel tanks I have seen have the info stamped directly into the shoulder of the tank. Unless you put on an extremely heavy coat of paint that info will not be covered. You can paint a steel tank with anything you want. Two part urethane holds up well. But you can use Krylon or any spray paint that you like. Or do it with a brush.

Tape the valve and burst disk fittings to prevent them from getting coated with paint. Rough the existing paint with steel wool enought for the fresh paint to get a bite and shoot. Primer coat is a good idea as it adds to the bond strength between old paint and new, but it is really not necessary.
