what is the best cheap regulator for nitro and CO2

"best" and "cheap" don't mix very well. If you want to run both CO2 and Nitro, I would go with a stabilizer or, if you know how to adjust one, a used stock WGP regulator. If you only want to run nitro, an AA vigilante can be had for not much, though personally I have found that the Evil detonator is pretty awesome, just a bit expensive. Likewise the AKA 2-liter is sweet.

The best reg you can get for CO2 is the Palmer Stabilizer.  There are better ones out there for Nitro (but remember your nitro tank already has a regulator and thus using it with the Palmer is double regulating your marker and if it isn't designed to run on low pressure you may have problems) but you will not find a better reg for CO2...worth every penny.
