Most likely is that your hammer (rear bolt) spring is worn out. Buy a Maddmann Spring Kit and install the red one.

also check your valve bolts make sure they are tight (not overtight though they strip easily)

Make sure your valve bolts are tight like tigman said. Be sure its well oiled and the tanks are definatly filled too.

With everything else the same, increasing the power with which the hammer hits the valve pin will increase velocity. If he has switched to a smaller paint ball the velocity will be lower. If the adjustment that controlles  the flow through the power tube cannot then get the velocity up, the strength of the spring has gotten lower. The spring wears. It gets slammed into compression every time the hammer (rear bolt) gets blown back to the cock position. It begins to loose its "springiness." A missing "O" ring impact buffer between the back of the hammer and the back cap allows the spring to be compressed even further than normal making its life shorter than normal.

You will find over time that velocity adjustment Allen screw will have to be backed out more and more to maintain velocity. The spring gets softer. Things may go un noticed until some change is made, like a different paint. An R/T system works the spring a lot more that normal single shot firing. So it wears out more quickly.

If you had a rear velocity adjustment you'd screw it inward to increase power of the spring. You are compressing the spring which makes it push the hammer harder and that harder impact on the valve pin provides more gas and increases ball velocity.

Oiling things may work, tightening mounting screws may work, but if you have been using the marker for a couple or three years, install a new spring (even a new stock spring). It will likely be the fix desired.
