Maybe something is screwed up with the wiring inside of the thing.....take it back to where you got it and just tell them its defective and you want a new one. Plain and simple. No sense in trying to fix it and screwing it up more possibly.

Are the batteries in correctly, and the battery spacer in?

yeah the battery spacer is essential. you can short out the board without it.

add a few layers of duct tape to the bottoms of the batteries. Sometimes the lead clips don't engage the battery terminals correctly...about 4 layers should do it.

The spacers are optional, there are some size differences among the manufacturers of 9 volt batteries. If the batteries fit tightly without the spacer, you don't need it. If they rattle around when they are installed, use the spacer.

Make sure the batteries are good, the polarity is correct, and the switch is on, make sure also that the sensor eyes are not obstructed.
