Every third time I go to turn my computer off it does not compleatly shut down, the screen goes black and says no signal but my fans and the red light on my tower stays on and I end up flicking the power switch on the back of the tower to turn it off when it does that

Whats wrong?

Sounds like your gonna have to take it out back and put it down.

1 gig of DDR ram
Windows XP pro
Radeon x300/X550 series video card
I forget the rest of the stuff

edit: the mother board is a Winfast something, I forget and I lost the spec sheet somewere

Mines done this ever since I got it. Ive just been to lazy to bring it back to the store

Plus all the midgets with small eyes,big ears and pointy nose's that work there scare me

I think you're putting it into standby, not shutdown.

Alternatively, your BIOS may have a setting that allows your OS to turn the computer off, and for some reason it isn't activated right now.

When I put it into standby no lights or fans are on.

Im not that stupid to put it into standby when I want to turn it off

I'm gonna agree with Brihard; this does sound like a BIOS problem.

So, if you want to update your BIOS or try to figure out what is wrong in your current one go ahead. Realize that you need to know what mobo you have, specifically. Also, updating or messing with the BIOS is very risky, especially since it sounds like you aren't to computer inclined. 

If you are smart, you will need to get over your fear of pointy ears and take it back to the store.

a lot of computers do that, when i completely shut mine down my motherboard light stays on and whatnot

however, your computer is going to fry!

In BIOS, under "Power Management Setup".... is the "ACPI function" enabled ?  and right below that the "ACPI Suspend type", what is the current settings ?
