It seems more like it wasn't an official email, but bait for the "OMG P8BALL SNIPERZ" crowd.

Someone got ahold of the mailing list probably and used that anonymous emailer where you can make any name and domain you want, and put  in Special Ops to be mean.

someone hacked in, granted themselves Admin status, sent out the e-mail.  then left some code in the index that fills you with over 100 spywares for just going to the page, but only worked on IE users

Hmmm I logged on to my account, which I haven't used in ages, and it said my account was suspended due to seller fees I owe, but i've never sold or tried to sell anything on ebay, but apparently this can be resolved with a one-time fast easy payment with my credit card!

I've gotten horribly done fake emails supposedly from PayPal.

Something along the lines of "enter your username and password on this poorly done counterfeit site with a dubious URL to keep your account active."  And sadly, as it was said earlier, there are people that are stupid enough to fall for it.

I forwarded the site to PayPal, but they didn't appear to do much about it.  They just replied telling me how to recognize a fraudulent email.
