Seriously, somebody that says bush is to blame, please state why. I really don't believe it's anybodys fault. And who is to say that the UN can tell countries they can't have something. It's retarded.

While I tend to agree that just blaming Bush is rather silly, a rational argument can be made that he aggravated the situation.

Would North Korea have pursued nuclear weapons regardless of Bush?  I think so.  Did Bush accelerate and aggravate that process?  Very possible.

Call it what you want - Bush clearly took a more aggressive and confrontational posture than others might have.

Whether it was appropriate or not is a different question, but it seems fairly obvious to me that this aggressive foreign policy position (not just as to North Korea) has soured relationships between the US and numerous other countries.  Why would we expect a different result with North Korea?
