What is the highest possible psi setting that i can do that wont injure someon, and how do I know how high it is?

PSI is a measure of air pressure.
That in itself, has little to nothing to do with velocity (which I will assume you are talking about).
FPS is a measure of the velocity of paint from your gun.
You do not want to exceed 300fps.

the highest PSI you'll get into your gun is about 850psi the output of a co2 tank.
the highest FPS setting you want is 300, after that you'll injure someone. i would advise you only shoot about 280fps through, since any form of spike can get you pulled off the field. I also shooting near 300 fps will likely break more paint if you dont use high quality paintballs.

i shoot hot spot paint, sometimes the balls dont even burst on impact, how can i tell if its at 300fps, and 850 psi

Use a chrono. There are zero substitutes for that.
And the paint doesn't always break because Hot Spot sucks.

The 850 PSI is what you are already at if your using CO2. Tippmann guns need 800 PSI to work unless modified to work at lower PSI. But you need to remember that a high PSI won't dictate how fast the ball actually travels. A really high PSI will just damage your gun and use more air. A seemingly common mod is to use a low-preasure set up so that you can use less air to get the same performance.
Any range you go to should have a chrono that you can use. Adjust the velocity screw and test fire the gun until you get into a range of about 270-280 as previously said. Read your manual (avalible online if you lost it) to better understand how to adjust the velocity screw. I think it bears repeating one more time, anything that causes your gun to go above 300 FPS is too fast and is dangerous to all players involved.

The lack of understanding of the basic safety consideratiopns just blows my mind. 350 FPS will turn the surface layer of skin to hamburger and inject paint into the subcutaneous layer...which will leave a scar. 350 fps can be accomplished with 150 psi or 850 psi. Velocity of the paintball is the danger.

well the good news is that a scar like that only stays visible for about 3-4 years, then it fades. But during that time I got to tell chicks it was a gunshot wound. It wasn't totally untrue.
if you or any of your friends play, then a handheld chrono is a good investment, if you're playing brushball. If you are playing at a field, then use their chrono.

Fonzii , you asked a question and received a competent answer in Franks post .
Use a chronograph , maximum safe velocity is universally 300 fps , most feilds set limits much lower than that , from 260 to 280 , deal with it.
If the answer doesnt meet with your approval , Tough beans .

Most ,if not all states and cities will deem that as assualt with a firearm . 
Go to it Fonzi maybe the guy you roll up on will have a Concealed Carry permit and shoot back with something that'll change your outlook !! 
Most states do allow citizens to carry sidearms in public. and most have C&C permits .

I might reply, if I knew what the heck he was talking about. If he thinks calling me nerdy is an insult, he doesn't really know the definition of the word (which is not a surprise, and where the heck is my pocket protector and old slapstick). And kid??? LOL!!!
Rather limited vocabulary with his ultimate insult reaching its zenith with "gay" and "nerd!"
