my mom just brought home a 14 oz tank from my aunt, she got it for my cousin and i guess he never used it, it was still in the package but do i need to get it hydro tested? if i do I'm just going to toss it.

probably not. Look at the incept date on the tank.
Here's where to look:
If the date is more than 5 years older than that, then hydrostatic testing would be needed, however, it's cheaper to just buy a new 14oz than hydro the sucker.

it says 10/IA18/02, but i dont think it needs to be tested since its never been filled or used or anything.

take it to get it filled and they will tell you they can not fill it until it is hydro tested...they will not ask you "if the tank has ever been used or not" they don't care, it is over 5yrs old and unsafe.

Given the hydro numbers you've posted, the manufacturing date is 10/02 which means you can use it without hydro until the end of October of this year. After that, it'll be good for a paper-weight, door stop, or wind chime.
Oh, and btw, usually if you've got one answer and that's it, then the rest of the board who have viewed the topic agree with the poster.
