my mom just brought home a 14 oz tank from my aunt, she got it for my cousin and i guess he never used it, it was still in the package but do i need to get it hydro tested? if i do I'm just going to toss it. -------------

probably not. Look at the incept date on the tank.
Here's where to look: 
If the date is more than 5 years older than that, then hydrostatic testing would be needed, however, it's cheaper to just buy a new 14oz than hydro the sucker. ------------- <Removed overly wide sig. Tsk, you know better.> |

it says 10/IA18/02, but i dont think it needs to be tested since its never been filled or used or anything. -------------

Given the hydro numbers you've posted, the manufacturing date is 10/02 which means you can use it without hydro until the end of October of this year. After that, it'll be good for a paper-weight, door stop, or wind chime.
