So I emailed my ISP yesterday, and got a lenghty email back. Frankly, I am pretty pissed off and I want to know ya'lls opinions on the issue.
I sent them this:

11124 - Skype (I will quote Skype’s end user agreement & then expand on what it implies.)
Article 4 Utilization of Your computer
4.1 Utilization of Your computer. You hereby acknowledge that the Skype Software may utilize the processor and bandwidth of the computer (or other applicable device) You are utilizing, for the limited purpose of facilitating the communication between Skype Software users.
4.2 Protection of Your computer (resources). You understand that the Skype Software will use its commercially reasonable efforts to protect the privacy and integrity of the computer resources (or other applicable device) You are utilizing and of Your communication, however, You acknowledge and agree that Skype cannot give any warranties in this respect.
What this is saying is by installing Skype you are giving permission for others to process calls through your computer. Others includes countries & even terrorists. This itself would be enough to block this application but Skype has all the same properties a “Trojan” has except the end user is knowingly installing this virus

21 - FTP (FTP downloading is allowed however uploading is blocked because it has been abused by users sharing copyrighted material)

So the acts of a few idoits who cause an entire service to be closed ISP wide? ok...
I'm sorry to inform you that your port request cannot be approved at this time. This is due to the huge security risk it poses to our network as well as every guest at Ft. Leonard Wood. Most guests do not have adequate anti-virus/anti-highjack protection on their computers, so opening these ports on the firewall basically negates any protection provided for the guest and could likely result in massive infestation inside the network. Because of that fact we must configure the network for the protection of all the guests inside the network. These ports must remain closed for the safety of the users & the hardware used to supply internet access to your room.
Because we cannot control what software the guest in lodging elect to install we have to close all but the absolute necessary ports required for web browsing, email & VPN.

Since when is it the ISP's problem to protect their users from an outside attack? The last time I check, if you got hacked due to having insuffient security, it was because you were an idoit. Since when is it the ISP's place to tell people what they can and cannot do on the internet they pay for. If it illegal, report them but they have no right to block people who are doing legitimate buisness from continuing to do so.
I sent the ISP a reply. I'll post up what it says later.

Yeah, I was amazed.
This is what I sent back:
Can you set up port forwarding to a static IP that could be assigned to my computer alone, or place my computer in a virtual DMZ on a static IP? Neither of these methods can compromise network security to users other than myself (especially the DMZ as I would not even really be inside the network anymore) I am sure that my computer is equipped to deal with any attacks that might occur as my job is IT.
I do not plan on using any of these ports for illegal activity, if I was I would have just found another way to do this and not taken the time to contact you. Also as you pointed out in the first reply, you have every right to contact the authorities if I was to do something illegal. If the main concern is security, a DMZ would not put anyone but myself at risk as I would have no access to the internal network once the computer is placed there. If you would like I can give you server names and addresses that I need to access to on the IRC, FTP, and SSH ports to let you see that my business is legitimate. I pay monthly for broadband internet access and I am not getting the access I pay for. I would greatly appreciate if you would work with me here as a fellow IT specialist in helping me get the access I need.

Sir,
Ft. Leonard Wood is not set up to provide static addresses to any of the end users nor is it possible to provide you with DMZ access. Your statement “Neither of these methods can compromise network security to users other than myself (especially the DMZ as I would not even really be inside the network anymore)” couldn’t be further from the truth & let me explain why. Providing you with a static address or DMZ access does not isolate you, it just places you in a different subnet. Most network administrators carelessly assume this “separate network” provides them with true DMZ security. Some Administrators take short cuts & put servers in what they call a DMZ (all ports open) in the same subnet (big mistake hacked in less than 10 second). In a real DMZ there would be 2 firewalls one at the front of the network & one at the inside network with the servers needing DMZ access located in between. In your case we would have to isolate you from the rest of the network with another firewall & we cannot do that. Since we cannot offer you a static address or provide you with DMZ access I would like to suggest that you use a VPN to give you access with all ports open. Obviously this should be a VPN to one of your own personal servers because the military blocks all of these same ports on their networks. However there is a work around, you mentioned needing to SSH to one of your servers, port 22 (SSH) is open. As an IT specialist you know that setting up VPN access on any Linux platform is a piece of cake, once this is completed through SSH simple connect to your VPN & all ports to all services (Legal or not) will be accessible. As a last note your statement “Also as you pointed out in the first reply, you have every right to contact the authorities if I was to do something illegal” in not true on Ft. Leonard Wood as your identity is protected & we cannot do anything except turn your service off. I apologize about the inconvenience that this has caused you but the ports must remain closed.

I work tech support for multiple ISPs. Find a phone # and call in to get another tech helping you. They guy you're emailing isn't but there will be someone there that can help and that will, call until you find a tech who doesn't know what you're talking about and will just open the ports for you.

Everyone I have called so far has said to put a request in writing to have the ports opened. They also keep a log of all the calls, so they would know something was up.

I just emailed the guy back with this:
Sir,
Running a VPN or SSH connection to my server is not an option at this time due to the fact that I do not have physical access to the box, and I do not have remote desktop protcols installed at this time. I only have access to files saved on the box until I go home again at which time I could put open SSH on it. Also as SSH or VPN connections will limit bandwidth, uploading files would take a very long time. Also packet loss would be an issue as any packet taking more than 32 hops is automatically considered lost to any application.
An excerpt from it states:

If I am reading this correctly, the consumer is entitled to run any service without interference from the ISP. Therefore restricting access to services that I request to use is prohibited by the FCC, as it is a violation of network neutrality. I am sure if someone did this to you on YOUR home ISP that you pay for you would be as upset as I am.
Please help get a solution to this problem that does not involve me having to use my own resources to solve a problem that was not created by me.

I would be a bad supervisor, especially if I had the power to do many things, such as turn off access to the internet/etc.
Anyone who wrote a complaint, BAM, no more internet for them so they can't write any more email complaints.

Even though the entire forum knows the original intent of your post was to instigate flaming, I'll answer your question.
If I pay monthly for service advertised as "broadband internet access", from a service provider how does the government have anything to do with it? It doesn't. The Military has nothing to do with it at all. This is between me and the ISP, not between me the military and the ISP. Next time read before you post.

So I got a reply from this idiot. I laughed histerically.
The facts are IRC is not nor will it EVER be used for any legitimate purpose & Skype is prohibited on our network because it caused broadcast storms as it fights like a rabid animal to get out. This is virus like activity & as a IT specialist you should know this. These ports must remain closed for the security of this network & this will not be discussed any further.

That guy may or may be an idiot, but here are some things to consider:
1. That guy almost certainly does not have the authority to open these ports. You can argue all you want, but it ain't gonna happen.
2. In order to get these ports open, you need a policy change. That means somebody at the policy-making level will need to get involved.
3. Most likely, whoever at the ISP is making policy is communicating with a military counterpart. This uptight policy was not a brainchild of a civilian alone, but invented in collaboration with the military.
4. Therefore, if you succeed in getting this to the policy-making level at the ISP, you have also succeeded in bringing your name to the attention of somebody in the military at the policy-making level.
5. Moreover, your name will be brought up as the smartass and/or barracks lawyer who doesn't know when to shut up and sit down.
6. The people in the military that will be hearing this probably outrank you. If they don't, their bosses do.
Conclusion: If you "succeed" in this venture, it is a near-inevitability that somebody directly upstream in your chain of command will be hearing or reading some very unflattering things about you.
Therefore, my recommendation: Shut up and sit down. Let it go. There are times to rock the boat - I am thinking this is not one of those times.

I agree with your thinking, somewhat. While someone up his chain of command may hear about this, I dont think it will reflect on him in a bad way. All he is trying to do is get the most out of what he pays for. They wont say anything about that.

Jesus christ. You do realize it's not just about the video game. It's about getting what he pays for. It's more of a matter of principles now than anything. He believes he is being treated unfairly and is trying to remedy it.

So I emailed back asking to speak with a supervisor.
He said he was the supervisor, and would not give me the name of anyone above him. He then claimed that all the applications I am asking to use are only for illegal activity and that I was going to preform illegal acts if granted access. Basically he called me criminal.
This is the last straw. I am about done. I am about to call embarq, and complain that these people are violating the resell terms and conditions provided by Embarq which state:
In addition, the subscriber reselling Embarq's services must comply with the Communications Act and the Federal Communications Commission's rules, regulations and decisions. Failure to comply with any term or condition may result in Embarq immediately and irrevocably terminating service without incurring any liability. Notification of termination may be by written notice or in person.

I'm fairly certain that this is a matter of principle now, as well as a want to play online video games.
You say that the military should be able to block what is used/viewed in his home, off-duty? Just because the military pays for his house? If the military paid for the internet service I might follow your logic, but he clearly states that he pays for it (and pays out the nose at that).
Last I checked, our soldiers are still protected by the law, as well as the Constitution. The law states that ISP providers have no right to block content on the internet, yet this guy is clearly violating that.
If you think that our soldiers, who sacrifice quite a bit for us, shouldn't be allowed to use IRC, XBL, in their homes while off duty... Well then my good sir, you are an idiot.
We don't want to hear your senseless blathering anymore. Die in a fire.

He should still be granted full protections under the law. This isn't about some top-secret files being accidentally released over the internet...
It's about this guy/company telling Snake that he can't use programs that have legitimate used because they can also be used to share illegal files.
That's like them blocking all porn sites because there might be kiddy porn somewhere on one of the thousands of sites.

THE MILITARY IS NOT BLOCKING ANYTHING. HIS ISP IS ILLEGALLY BLOCKING CONTENT THAT HE, AS A PAYING CUSTOMER, HAS THE RIGHT TO ACCESS. THE MILITARY HAS ABSOLUTELY NOTHING TO DO WITH THIS DISCUSSION.

I have given up. It is not worth it to worry about this stupidity anymore i am going to cancel the service on Monday, and look into getting Sprint mobile broadband. I'll just have to run my Xbox through my computer.
