How should this be done, it is leaking and I think its because it is loose. How can i tighten this?

98c?

Take the valve out and place it in a vice (with padding). Do not over tighten. Then manually, or with the help of tools, tighten the VA. Again, do not over tighten.

You could also take it off and put some teflon tape on the threads to reduce leakage.

the other spot that it likes to leak is at the spot where the tube meets the 90'. if you have ever sweat copper or know someone who can it can easily be fixed. I had to fix mine there just be careful to watch your length so it will fit back into the gun.

I would suggest Teflon or some thread sealant first, much easier.

I would use http://www.cbxmanmotorcycles.com/productinfo.aspx?productid=3711-0001&affid=4 - this instead of teflon. Try to find the gel first, if you cant the just get the regular blue thread locker.
