Well, seeing as how the http://en.wikipedia.org/wiki/Bridge_Day - third weekend of every October is the only time you can even set foot on the bridge outside of being in a vehicle, you wouldn't have much of a problem.
As for the height of said bridge, you could stack two statues of liberty on top of each other and then place them on top of the Washington Monument and they wouldn't reach the road bed from the river below.

Thanks, not bad for a 2MP cell phone camera set to high quality.
G.I., I'm not sure if there are any fees associated with the event, but It's a huge event every year. There are always huge parties at all of the outfitter campuses and kayakers tend to spend the day playing around in Fayette Station rapid watching the progress. The tough part of BASE jumping the bridge is sticking the landing at the public access. You miss it and you're in the drink in your gear which can easily result in death.
As for the bridge itself, you've all probably seen at least http://www.youtube.com/watch?v=G_dXgp4dpAE - one thing bungied off of it in the past.
