So it's -22 degrees here right now (without wind chill) and I'm thinking about asking a lady friend out for this weekend. Does anyone have any ideas what to do beyond a normal dinner, movie and maybe a drink date?

Is she a new lady friend or an existing hookup?
Take her ice skating at an indoor rink? I always like cooking with/for girls at my place, they seem to like it a lot. Plus you dont have to go out into the cold and it ends up being cheaper than going out.
If she sucks at cooking just have her do prep work, cutting things up. Or let her watch you do it all, shell feel special.
ProTip: Dont make boxed mac and cheese or anything to that extent. But you already knew that.

I second this.
You could also take her to an art gallery/museum. They're usually nice and warm inside. It'll also make you look a bit more sophisticated.

New lady friend. Pretty much stopped talking to the existing hookup.
Cooking dinner for her: My roommates are the biggest slobs in the world and my house really isn't setup for a date due to the lack of couch. Also for a first date I should probably go with something more social that seems to be a third or fourth date thing to me.
Ice Skating: No open skating this weekend. There is far too much hockey going on this time of the year (stupid northern Wisconsin).

Lack of couch could be a problem, but you could always suggest laying in bed watching a movie keeping each other warm. Corny crap like that always works for me somehow.
As for the sloppy roommates, im living with 3 of them. I just straighten some key points of the house up prior to any girls coming over. But it is kind of a pain.
Winter is hard, i have a whole slew of summer date ideas, but none that could be done effectively outside in the cold.
Museum or a play would be kind of different, yet fun. If there is a museum of science around id say hit it up. Those are always condusive to a playful demeanor with their hands on exhibits so it should loosen her up a bit and break any "I-dont-know-you-that-well" tension.
Aquarium maybe? Same as the museum idea, just a place to kill a few hours and have some fun.

I'm searing "things to do in eau claire" on google right now and some of the lists it comes up with are pretty pathetic. The top one according to google listed a cheese factory as its first place. I might be in northern Wisconsin.
Other than cheese factories, beer factories or parks that it is obviously too cold for the only idea I had was a go-kart place until I realized that the track was outside.

this is a long shot, but from time to time there are drive in move theaters around. not too common any more, but you could google and see if there are any near by. maybe go out to dinner and grab a movie there, you've got privacy in your car and you don't have to deal with slob room mates.

Either embrace the season with sledding, skiing, etc. or maybe head to a gym with a hot tub and work off some of that dinner. Or maybe a comedy club.

Hey MBro, does the go-kart place stay open year round? If so, do they have a game room? Billiards and Air Hockey (especially air-hockey) are great first-date options.

I'm kind of leaning towards bowling at this point although I don't know if it will end up being this weekend. My plan of asking her out today was kind of shot by my car not starting.

Best and cheapest upgrade you'll ever find for cold climates:
Usually run you around $30-$50 depending on make and model. The one pictured is for a Subaru. I plugged my car in every night when I lived at snowshoe. Always started in the morning, less wear and tear on the engine, and allows the heater to crank up faster.
Engine block heater FTW!
