I'm planning on doing some removing the vertical foregrip off of my 98. What's the best way to go about this?

uh what? your wording is terrible.. are you talking about smoothing out the grooves? or completely taking it?

eh, either way... for the bulk a grinding wheel, then a file to finish up.

If you're completely taking the foregrip off, a hacksaw works. Just be careful not to gouge the surrounding area. Follow up with files, dremel, and sandpaper.
