If you switch from co2 to hpa would you have to reset a regulator or velocity? The reason Im asking is that I already have co2 tanks but if I ran out of hpa for the day and used c02 to finish would this cause any problems or issues? Thanks

"Have to" is relative.  Will there be a change in velocity when you change air source?  Yes.  Will a tournament mandate new chrono?  Yes.  Are you playing unsafe if you don't chrono?  No.
 
The variation might be enough to put you over the field limit or give you a (dis)advantage, but would not be enough to raise safety concerns.
 
Generally speaking, if you switch from CO2 to HPA you will lose some velocity, anyway.

No, but it may be a good idea to get on the chrono real quick and make sure you're in the right range.
