It depends on the criteria you use to judge "better."

HPA delivers at a more consistent pressure which aids in accuracy, can be used in any temperature and gives the user the ability to tell how much propellant is left by simply checking a gauge.

CO2 is temperature sensitive (performance declines along with ambient air temperature) but does provide more shots from similar sized containers.

Depending on the extent/nature of after-market modification done to an A5 adding/using a rear velocity adjuster does provide efficiency gains for most users of Tippmanns.

i live in Ohio so its pretty cold a lot of times when i play paintball so when im out on the field i run out of CO2 fast and idk when im running out...so if anyone coul post a link to a decent HPA tank (like good price for size) and im also kinda on a budget so not to expensive because all the tanks i find are kinda expensive for my budget

Look into steel HPA tanks. They are heavier than the Carbon fiber wrapped ones, but considerably cheaper. I found a 72ci/3k  tank at Action Village for around $48 about a month ago. Just make sure you are getting a tank with a high pressure regulator. Besides Ebay, a couple of places to look are:

One thing I've noticed with my A5 is that the cyclone doesn't always work with my HPA. It works EVERY time with CO2 though...

The cyclone relies on blowback gas that bleeds off during the recocking process. Only thing I can think of is that the CO2 is still expanding at that point, which allows the cyclone to work. HPA doesn't do that...
