I'm thinking about getting one for my 98c pro. I watched a few videos of it being used and noticed that some of the markers have to be recocked after rapid firing. Is this an issue with older markers or possibly misconfiguration? If so then how is this avoided or is it caused by something else? Thanks.

This is a case of the marker being able to outfire the air supply.  For CO2 this means that the propellant is used faster than the liquid CO2 in the tank can expand into a gas; for HPA this means that the propellant is used faster than the delivery rate of the regulator on the tank.

In either case, any modifications that make the marker more efficient will allow more shots before recocking is necessary.  With CO2 an expansion chamber helps with this situation while a regulator with a faster recharge rate can mitigate the problem with HPA.  (No, I don't know the recharge rates of various regulators . . . maybe others will share their thoughts on this.)
