Honestly, the first one makes him seem like someone that you'd actually want to have in office. The problem the Democrats have been having with getting anything pushed through congress is that they don't have strong leadership. Obama, with his plate already full given the economic situation we still face, doesn't want to step up to the plate and say "This is how this needs to get done" because if he does so, he runs the risk of it failing and screwing any chance he has left for getting a second term. If he sits back and lets the likes of congress push it through on their own, he can say "well, it's not my fault, those were the people YOU elected."
Franken simply recognizes that the Democratic Party (much like the Republican Party in this aspect) is a hound-dog that's missing a nose. They simply have no-one to lead them forward.
On the second link, he's simply saying what almost everyone is thinking. We're tired of getting screwed over by media corporations and a merger between the largest and arguably crappiest cable company in the US and one of the largest broadcasters in the US would be an anti-trust issue of the largest proportion. It'd be like allowing Verizon (which grew out of the baby-bells) and ATT (ma-bell) to join forces to destroy any competitiveness in the telecommunications market.
P.S. Don't get me wrong, the guy's an asshat of biblical proportions and I think he's way too left of center for anybody's good, but hardly a "clown"
