I've been really happy with my Ninja 68ci 4500psi tank (http://www.amazon.com/Ninja-Carbon-Fiber-Paintball-4500psi/dp/B001UYIDZY) tank.   It's American made as well which is always a great bonus.
The reviews I've read on it have all been extremely positive as well.  I can't speak for other tanks but it seems like the cheaper they are the heavier they get and the shorter their warranties.

Main difference between tanks is whether they are metal or carbon fiber. CF are considerably more money, but much lighter and capable of 4.5k psi wheras metal tanks are only 3k. The quality and recharge rate of the regulators can come into play as well, but really only if you are shooting higher ROF.

Looks like one has an aluminum bonnet, the other a brass. Check out http://www.actionvillage.com - www.actionvillage.com . They have some that are less. Weight is the main difference between brass and aluminum regs.
