Whichever you can get cheaper, I guess. Both are durable, and one is as accurate as the other without any upgrades.

Buy a Carver One. They can be had new for about $100. Keep in mind that no matter what Tippmann you buy, you will want to upgrade the barrel. They are pretty awful.

The stock Phenom barrel is actually pretty respectable.

I don't get the impression that he is looking to spend $400....

You specifically said no matter what Tippmann he buys, the barrels are all crap.  I disagreed.  :D
If you want to say that for his budget, the stock barrel stinks, that's fine.  Speaking for the Phenom at least, its stock barrel is pretty good.

$250 for just the marker, or are you including things like masks, tanks, pods, pod belts, gloves etc.? Essentially the Alpha Black, Sierra One, Bravo One, 98c, A5 and X7 are the same basic internal design. None is really more accurate or durable than the other. Unless you have played extensively and are certain to stick with it, I would suggest investing the least amount you can until you are certain to stick with it.

Any marker can be used to play woodsball.  Is $250 just for the marker or do you need a mask, tank etc?

Both are good durable markers.
