Irrelevent fact: the Japanese used to send balloons over during WWII with bombs...one actually hit someone, although it wasn't announced at the time to prevent panic in the US.

Yeah, I saw a few of them as a kid in a museum

One of them carrying an incendiary bomb made it as far as Iowa and started a field on fire.

Also, some of them would actually carry locusts to destroy crops.

Nah, People have been sending those up for years. The SmallSat program I'm part of over here does Balloon launches just like that with local high school students and there are a bunch of other Universities that do similar programs.
