Alright, I go to shoot the procarbine, but instead of recocking, the gun resets and I have to manually recock it myself after ever shot. What might be the problem, the velocity screw is in too tight perhaps?

Is your tank full? Do you cock the gun before you screw in the tank? You could try adjusting your velocity. If you have access to a chrono, use it. Set the velocity around 280.

When's the last time you oiled the gun? Take the gun apart and make sure everything is in working order.

Don't forget to put a few drops of oil in the ASA and dryfire your gun, that might fix it.
